In March 1995 the Wellington City Council, together with the Wellington
Regional Council, engaged Works Consultancy Services in association
with MVA Consultancy of the united Kingdom to undertake an initial
feasibility study into providing a light rail transit system on Wellington
suburban rail lines and through the Wellington Central City Business
District as far as Courtenay Place.

This report documents the investigation undertaken and the conclusions
which may be drawn from the study.
